Does the camera have "permissions" on its end
or a security scheme ?

Some mobile devices, the user has to "Swipe and enable
something", before DCIM is visible or some ugly
protocol like MTP works.

Maybe the camera is similarly endowed and is Android
in disguise.

My USB Mass storage camera still works, but it seems
a fraction of a second slower to start.

As a debug step, I would start with a device known
to not have a local permission slider and see if that
picks up OK or not. It could be that the particular
camera is more security-conscious.

There are some camera devices which are Wifi, and don't
even need to be wired up. But then there is the potential
of more setup steps.

and you don't need a Wifi router, for a Wifi-enabled
camera. Just a Wifi add-on to the client PC is enough,
since Windows has a "mobile hot spot" that allows
point-to-point Wifi from client PC to Wifi peripheral.
You can also run TCP/IP networking over Bluetooth,
but that is not practical in any sense of the word.
At least that part of the stack works now.
