No, phone modems on analogue lines can't do better than 56 kb - it comes 
from the sampling rates used by the POTS systems.  And even then, you 
only get that downstream from an ISP - upstream you are limited to 33.6 
kbit.  (These are the theoretical maximal rates here.)  For a 
person-to-person modem link, /both/ are "upstream" links so 33.6 kbit is 
the most you will get in each direction.

Modem connections that appear faster than 56 kbps are done by 
compression, which these days is generally done on the server and client 
rather than the modem.

(I have no idea whether a 33 kbps direct modem link would suit the OP's 
needs, or whether it would have more or less latency than the internet 
connection.)
