No. Well, okay.. TECHNICALLY..  But the electrical impulses have to be
down converted to the range acceptable to POTS. There's a reason why you
can hear your modem chattering away when you pick up your telephone. All
of those electrical signals are within the range that can be converted
to audio by a simple speaker..  That's a pretty freakin' narrow range..

So I'll concede that you are correct technically, but I was trying to
avoid a paragraph on the whole conversion / down-sampling process.
