I was confusing. I meant that once one student sacrified 
him/herself downloading in 1-2 hours, he/she could share in 
turn the document with classmates. Not a question of net 
protocol, but human solution to "re-seed" the data elsewhere

No one except from the admin and a couple of friends was 
able to manage such things. And every one is no more willing 
to do anything. The school as a whole is dieing (or rather 
is being KILLED wittingly) int this so called "country", 
just some voluntary initiative keeps sth working still.
Sad but true.
There are some local exceptions obviously
