He's wrong.  *your* server does not need to publish names to the
internet.  It just needs a name that the internet knows about.

For example, the domain "djph.net" is ultimately provided to you by
no-ip.com, and NOT anything directly under my control.

There is no circumventing the need for *someone* hosting the DNS -> IP
address information for you.  Whether it's no-ip, or your registrar, or
you (i.e. "soviet mario").
