Obviously it is a highly subjective measure.  In my opinion, it means 
orthogonal instruction sets, plenty of registers, predictable execution, 
minimal instruction dependencies (i.e., condition codes should be 
optional), scalable architectures, etc.  This leads to efficient and 
powerful implementations, and solid compilers.
