Knackpunkt dürfte da erstmal das Mikrofon sein.
Vor einiger Zeit wurden bei ebay.de speziell als "bat detector"
knowles SPM0404UD5 bzw. knowles SPM0204UD5
vertickt. Die scheinen aber extrem schwer beschaffbar.

Es gibt heutzutage sicherlich OPs die mit 3V Versorgung in dem 
Frequnzbereich machen.
Wenn die Verarbeitung in 3,3V Controller erfolgen soll wäre das
naheliegend. Allerdings benötigt man auch dann wohl
Programmable Gain Amplifier ( PGA ) oder ALC-Funktionen
die mit 3V mühsam sein können.
Wenn Mischer usw analog gebaut werden sollen ist
man mit üppigerer Versorgungsspannung ohnehin besser bedient.
