However, no UK network will accept an emergency call from a mobile
without a SIM. They didn't want people buying SIM-less mobiles just
to make emergency calls, because it would generate a lot of such
calls which are not emergencies, if that's the only number you can
call (and probably also because they would lose out on potential
contract revenue).

However, it will allow you to make an emergency call using a network
which you can't normally register on (providing you have a SIM
installed), and the network will drop another call if that's necessary
to get your emergency call connected.
