As you say, the emergency dialler only lets you dial genuine emergency 
numbers - 999, 112, etc. and not any number you choose.

However, as others have said, you *can* put a message which scrolls 
across the lock screen with contact details, etc. I have the same model 
of phone, and mine says: "If found, please return to {my name and 
landline number. ICE: {wife's name} at same number"

Anyone turning the phone on will see that - but won't be able to unlock 
the phone without knowing the password. My reason for passwording it 
isn't primarily financial because it's PAYG and never has more than £10 
of credit on it. *But* an Android phone is much more than a phone and 
may well hold a lot of personal information which you don't want all and 
sundry to get hold of!
