Depending on your model of phone and/or version of android, on the 
emergency dialer you have the option of also dialing any ICE numbers you 
have pre-programmed in your contacts list. It is distinct from the 
'real' emergency numbers defined by your network/country.

It's a great feature and one I was only familiar with on Samsung phones. 
It now seems to be available on Sony's as well as newer (I presume?) 
versions of Android.
