The author has determined that certain conditions are exceptional
Who else but the author is qualified to make such a decision?
It's not up to caller "to decide whether the exception is a problem or
not" If there was no problem then there would be no exception.
It's up to the client to decide how to handle it ... a situation over
which the original author has no control.
And this is the point, If I write a method that will be used by others
outside my sphere of influence and that method throws an exception then
as the author I would want to know what was going on, I sure as hell
wouldn't look hopefully towards the client to see if they know why my
black box component was throwing an exception. They would expect to see
some logging ... I would too in the same situation.

Show me where I log anything that is not an error.
if the argument is null that is an error. Log the error at the point of
origin. Inform the client by throwing an exception
if the argument is yes then no logging occurs and the result is set to true
if the argument is no then no logging occurs, the default is returned
If the result is not yes or no and it's not null then that is an error

There is no such thing IME, any decent logging framework is configurable
