Not the same thing. A component is characterised by the coherence of it's abstraction expressed as the collection of related operations exposed in its interface. What goes on 'inside' a component is irrelevant to it's external clients, or should be. Normal measures of software quality still apply of course but otherwise I have no idea what you mean by 'cohesive within the component' A component is a building block. Many cohesive components can be combined to make another cohesive component.
