They were not looking for them and they did not have the right equipment in 
the first place.  There have been three Chinese missions to the Moon so far:

Chang'e 1’s CCD stereo camera’s pixel spatial resolution was 200 m, and the 
orbiter took the images from a circular orbit of 200 km altitude. [1]

Chang'e 2’s camera obtained images at a resolution of ca. 7 m from 15 to 
100 km altitude [2] – still too coarse to tell a flag from a rock.

Chang'e 3 was a lander and rover mission only.  It was planned to land at 
Sinus Iridum (“Bay of Rainbows”), but landed on Mare Imbrium (“See of 
Storms”).  The flags were planted during the Apollo 11 mission near 
Tranquility Base, on Mare Tranquillitatis (“Sea of Tranquility”) instead.  
For landing, Chang'e 3 did not orbit over Mare Tranquillitatis [3].  
Chang'e 3’s landing site is, based on the Google Moon map, about 16 km (or 
more) away from Tranquility Base.  The rover, Yutu (“jade rabbit”), had a 
maximum range of 10 km.  “Yutu traveled 374 feet (114 meters) on the moon in 
a zigzag fashion before a glitch ended its travels in January 2014.” [4]
IOW, that mission did not come anywhere near Tranquility Base which would 
have enabled it to support your claim.

The proper term for those people is “lunatics” ;-)

And they are still unable to explain how we can get reflections off mirrors 
known to be planted on the Moon during the Apollo 11, 14, and 15 missions if 
no human had ever put a foot on the surface of the Moon so far.

If there is an owner (that you can trade with).  As regards outer space,
