The flags were planted during the Apollo 11 mission near Tranquility Base, on Mare Tranquillitatis (“Sea of Tranquility”) instead. For landing, Chang'e 3 did not orbit over Mare Tranquillitatis [3]. Chang'e 3’s landing site is, based on the Google Moon map, about 16 km (or more) away from Tranquility Base. The rover, Yutu (“jade rabbit”), had a maximum range of 10 km. “Yutu traveled 374 feet (114 meters) on the moon in a zigzag fashion before a glitch ended its travels in January 2014.” [4] IOW, that mission did not come anywhere near Tranquility Base which would have enabled it to support your claim.
