If I were asked in the 1990s to describe the purpose of C's built-in types,
I would have described short as the shortest practical type with at least
16 bits, long as the most efficient type with at least 32 bits, and int as
the longest type between those whose computation cost is not significantly
greater than that of any shorter type in that range [in cases where
operations on 32-bit values would cost *slightly* more than those on 16-bit
values, int could be 16 bits, 32 bits, or configurable.]

Can you offer examples of historic platforms which treated those types
in a fashion inconsistent with the above?

For what fraction of programs would an ability to run on non-octet-based
architectures add any value whatsoever?
