it doesn't matter where you get the ipad air. the hardware is all the
same. 

the only difference is which carrier's sim is included, but you can get
a different sim at any time.

the apple stores and other stores sell ipads for each of the carriers
so you can buy whichever one you want there, or you can go to a
t-mobile retail store. your best bet is an apple store if there's one
near you.
