verizon is now lte, and uses cdma where lte is not available (which is
almost nowhere). 

t-mobile is mostly gsm/hspa and is in the process of deploying lte.

both use sims.

the 4th gen ipad supports lte, however, it does not support all of the
lte bands used in the usa (the ipad air does).

what that means is although you can use the ipad with whatever carrier
you want (it's unlocked), you won't get lte if you use it with a
different carrier than the one it came with.

the ipad you linked was a verizon version, so you'd only get lte with
verizon. if you use it with other carriers, you will get 3g/4g. 

if you get an ipad air, which does have all usa lte bands, then you
will get lte no matter what carrier you use. 

while lte is certainly nice, 3g/4g is usually more than adequate. you
will probably not notice a difference, unless you run benchmark apps or
make very heavy use of the cellular network.
