You can't do it as a separate window, but you can do it.

OK, at the top of the window under the play bar and search field, the
last item in the tab bar is "Playlists". Click that and you will get a
list of your playlists.

Pick the playlist you want to modify from the list on the left (it must
be a regular playlist, of course, not a smart list).

Now, right under the "iTunes Store" button there is "Add to...". Click
it.

Now you will have all your music on the left and the selected playlist
on the right and you can drag all you want.

However, this is not what I do (which is why I had to launch iTunes). I
simply select songs that I want to add to a playlist and drag them to the
right. As soon as I start to move, the list of devices and playlists
appears on the right side and I drop the songs onto the desired
playlist.

So not only is the feature still there, but there are now two ways to
access it.
