Different concepts.

In El Capitan there was the ability to use a dark coloured menu bar and dock.

In Sierra and High Sierra, there was "Night Shift" which simply adjusts 
the colour of the display after sunset, toning down that bright-blue 
light in favour of warmer light that's easier on the eyes.

"Dark Mode" in Mojave works across the entire system - the dock, menu 
bar, all apps (although they may need to be updated versions). 
Basically it's an OS-level 'theme'.

Realistically, the vast majority of users won't ever use it (or even 
know about it) and it's simply another gimmick that should really have 
been left ot third-party add-ons for those who want it.

...and it is totally useless if you are maintaining a color managed photography 
workflow with a calibrated display.

dark mode does not affect colour management, and is actually preferable
for photographic work. 

night shift is an issue, however.

the world to switch from dark background and bright letters to dark
letters on bright backgrounds, arguinfg it was much better for the eyes
etc etc etc.

CRT terminals, and even computers that ran DOS, CPM, or Apple II were
what is today called "dark mode".

So ironic that Apple is not trying to convince people to not listen to
Apple's own arguments for bright backgrounds.

Dark background may be good when you work in a dark environment as
opposed to normal office lighting.

This is not at all correct. People have been asking for a dark mode on
the Mac since at LEAST 1995. Possibly longer. Not many people, but some
persistent people.

No one at Apple is saying you should switch to dark mode, but there are
some workflows in which dark mode is much better, This is why, for
example, Aperture, Photoshop, and countless other photo apps use a dark
mode.

Well Apple could have delivered green, or amber on black displays as a nod to 
the retro-enthusiasts. I still have a 13" Apple green on black display buried 
out in the garage.

Apple wouldn't be the first to contradict themselves with later 
"findings"*, but they aren't actually doing that, and it doesn't really 
have anything to do with dark working environments or night time use. 
"Dark Mode" is there mostly as a simple user preference - some people 
will prefer using "light" theme, some will prefer the "dark" theme.

* All the garbage reported by "health studies" is constantly being 
contradicted by the next sillly "study" ... which is why you should 
just ignore them all and they shouldn't be allowed to be reported in 
normal news media (all that does is worry the hypocondriacs!).
