Different concepts.

In El Capitan there was the ability to use a dark coloured menu bar and dock.

In Sierra and High Sierra, there was "Night Shift" which simply adjusts 
the colour of the display after sunset, toning down that bright-blue 
light in favour of warmer light that's easier on the eyes.

"Dark Mode" in Mojave works across the entire system - the dock, menu 
bar, all apps (although they may need to be updated versions). 
Basically it's an OS-level 'theme'.

Realistically, the vast majority of users won't ever use it (or even 
know about it) and it's simply another gimmick that should really have 
been left ot third-party add-ons for those who want it.
