If you want to build a publically accessable website thats almost 
impossible to answer without knowing where in the world you are and, 
equally important, where you'd want to locate the website.

If it would be a private website for your own experimentation and 
possibly just for access within you own household, then cheapest way by 
far (assuming you already have an adequate PC[*] to run it on) is to set 
it up yourself on your own hardware. This would involve installing Linux, 
if you haven't already done so, and adding the Apache webserver, an up-to-
date Java JDK and Tomcat. All this software is well-tried FOSS and is 
known to work well together.
 
[*] If you don't have a suitable PC, consider buying a RaspberryPi model 
3 running their standard Raspbian Linux OS. These support Java as well as 
almost any other Linux package you can imagine.
