You missed part of the point.

If Desktop Runtime is present, it's not necessarily from or included in 
Windows 10.
  - Not included in Windows 10 installer
  - Not included in Windows 10 Updates(LCU, Safe OS, WinRE)
  - Not included in .NET updates unless the desktop runtime is present, 
but only updating  files without version changes.
