No.
You were talking about ethnic relations with 'Europeans', while actually 
use geography to categorize people into 'tribes'.

But there is or were no tribe or people called 'Europeans'.

Europe is a huge continent and inhabited by tons of different tribes and 
nations.

'European' could therefore only be an attribute used for citizenship.

Since there exist a politician entity called 'European Union', it would 
be possible to call all citizens of all nations forming the EU 'Europeans'.

But that is, of course, not correct, because there are some countries in 
Europe, which do not belong to the EU.

So, 'European' could be used for people, who live in Europe at a certain 
time.

That would be slightly closer, but would differ in the set of people, 
who were born in Europe, but do not live there anymore.

So, all in all, 'European' cannot be defined properly, hence there does 
not exist any well defined set of people, you may rightfully call 
'Europeans'.

'German' is actually Latin and means something like 'man with a spear'.

The Romans called certain people 'Germanes' who didn't live in the 
region currently called Germany.

The people named 'Teutones' and 'Angeln' settled in current Denmark.

(Lower-) 'Saxons' settled in Germany, but also in other regions outside 
present Germany. But the current state of Saxony isn't the region where 
the ancient Saxons settled and the current Saxons are not related to the 
ancient Saxons.

Germans call themselves 'Deutsche', which in not related to a region or 
an ethnic group, but to the language 'Deutsch' (=German).

This language was widely spoken in many parts of Europe and was among 
the ancestors of Dutch and English, for instance.

Now German is spoken mainly in Germany, Austria and Switzerland.
