Das Datenblatt sagt "OUT = VSS when carrier amplitude at maximum; OUT = 
VDD when carrier amplitude is reduced". Also müßte es mit dem Transistor 
als Inverter eigentlich funktionieren. Ich würde provisorisch eine LED 
anschließen, um zuerst den Empfang zu kontrollieren.

Eine zweite Frage ist natürlich, ab der RS232 Schnittstelle die Höhe der 
Spannung reicht. Normalerweise braucht man ja so mindestens +-5V. Wenn 
Du natürlich an den GPIO eines Raspberry gehst, ist das etwas anderes.

Mit folgenden Einstellungen geht es bei mir - sofern die Schnittstelle 
unter /dev/refclock-0 erreichbar ist:

# Specify one or more NTP servers.
server 127.127.8.0 mode 5 minpoll 3 maxpoll 8 iburst prefer
# --- statischer Zeitversatz
fudge  127.127.8.0 time1 0.894 refid DCF
