Maybe. I'd probably go with an iPad.

There are two chromebooks in the house and they... well, they work. They
are a bit plasticy and cheap feeling (because they are) and the screen
is kind of crap (because it is) and there's still the stink of netbook
about them, but they do mostly work.

They don't work very well at all offline, however.

iPad is $329. Since they are retired teachers, they qualify for the
educational pricing (I think, I know my FIL did, but that was years ago)
so $299 ($399 for 128GB instead of 32, but 32 is just fine).

There a lot less to do and manage with an iPad and it's a lot less
money.
