Agreed, but I've only seen shit like that on a phone - my antique Samsung smartphone has a lot of noise in it for example.  Random dots like when we used to have analogue TV with poor reception.  All digital cameras (although I've never bought a very cheap one) have good optics.  They're limited by the MP.
