I'd took it to mean it was "complete" with perhaps edge case exceptions. But the secret lab chronicle has never been let loose. When we say OS we usually mean the deeper stuff (kernel/Unix) and not the "label" stuff (Desktop/GUI), etc. Vice Linux where the "desktop" is a clean and separate part from the underlying OS (Linux proper). Maybe I'm oversimplifying that.
