Completely wrong.

Combustion power is the result of various things including octane which 
is the principle 'value' in premium fuel.  Higher octane = more power 
(just not in proportion to the price increase).  Higher octane is 
required in higher compression ratio engines to avoid early detonation 
which is very hard on an engine.  If the manufacturer recommends higher 
octane it is often due to a high compression engine configuration.  You 
can put higher octane fuel in a lower compression ratio engine, but not 
the reverse.

Because "premium" fuels do not deliver improved mileage in proportion to 
their price increase they market the fuels with added 'cleaners' and so 
on in a value proposition bid.  (you might get 1 or 2% more mileage but 
the price difference is much greater than 1 or 2%).

The fuel control system adjusts fuel to air ratio as a result of oxygen 
measurements in the exhaust.  A certain amount of oxygen correlates to 
the desired fuel air ratio.  It is also desired that some fuel go 
unburned in order that the catalytic converter will function.
