All I can say is, you must have an awful lot of virgin memory cards.
So far with 7 SDHC cards, and 12 CF cards from three different cameras, 
I have not had Photos auto-open after making the fix as I previously 
described.

Did you also uncheck the "Open Photos for this device" on the Photos 
primary import page, below the the alleged "import" tool bar?
