I also don't use Photos and usually import into Lightroom.
Apple has made ignoring Photos a two stage and unintuitive exercise.

1:	Start with Photos preferences - General:
Photos: uncheck "Summarize photos"
Importing: uncheck "Copy items to the Photos library"
Metadata: since you are not importing any image files, do whatever you 
want with this.

2:	Open "Image Capture"
Load a car into the card reader, or hook up a camera via USB.
Once Image Capture is populated with the contents of the card or camera 
look at the bottom of the window. There you will see Import To: (Menu)
Click on that and select anything but Photos. I just use Desktop (or 
whatever file you want to use, you are not going to be importing with 
IC or Photos anyway).

Once that was done I never see Photos, and all import dialog is via Lightroom.
