VPN stands for Virtual *Private* Network. A "public vpn" is nonsense!

- From the your other posts what you seem to want is a secure anonymizing 
*proxy* to the Internet. That is not in any way a VPN.

WiTopia, cyberghost and other similar companies provide anonymizing proxies 
to access the Internet. 

If you want a anonymizing proxy, your best bet is Tor.
