No, I actually wanted to point out that "is implementation-specific"
is synonymous with "is not standardized".

What implementation-specific differences?  The names (LAST
vs. LATEST)?  The stack effect (whether it returns the actual token or
the address of a cell containing that value)?  How a dictionary is
represented?  Sure, they exist, but are not insurmountable obstacles,
just like differences in existing file handling words and the
underlying file data structures did not prevent the TC from
standardizing the FILE wordset.

Any Forth system that implements IMMEDIATE implements the
functionality of LAST/LATEST in some way.  Any Forth system that
implements RECURSE implements the functionality of LASTXT/'LAST in
some way.  Since both are CORE words, any Forth-94 and Forth-200x
system implements this functionality.  Giving standardized access to
that functionality would be in in the spirit of not burying your
tools.

In the Forth-200x process there were certainly no technical reasons
for not standardizing this functionality.
