Actually, they are implementation specific because they are not
standardized.

And LAST/LATEST, and 'LAST are, too.
My guess is that LAST/LATEST was not standardized because their result
(NFA, name token, whatever) and what one can do with it was not
standardized (i.e., one would have to standardize a number of
additional words). For 'LAST, my guess is that there was not enough
existing practice; this thread is the first time I read about 'LAST.

In Gforth, we have LASTXT ( -- xt ), which produces the xt of the last
word. It works even for unnamed words, for which LAST @ produces 0,
and for which LAST @ NAME>INT therefore does not work:
: bla ; ok
last @ hex. $7FFFF6A442D0 ok
:noname ; ok
hex. $7FFFF6A44300 ok
lastxt hex. $7FFFF6A44300 ok
last @ hex. $0 ok
