What definition of "overflow" are you relying on? The standard uses the
term "overflow" many times, but as far as I can tell it never defines it.
(N1570 7.12.1p5 nearly does so for floating results, but it's not marked
as a definition of the word.)
If you like, consider each occurrence of "overflow" to be replaced by
"yielding a result not representable in the relevant type", but I think
"overflow" is the appropriate word for that.

6.5.6p8:
If both the pointer operand and the result point to elements
of the same array object, or one past the last element of the
array object, the evaluation shall not produce an overflow;
otherwise, the behavior is undefined.
It think this is consistent the idea that "overflow" means yielding a
result outside the range of the result type. It doesn't imply that
this:
int arr[10];
int *p = arr + 20;
is an "overflow"; it implies that no matter how big the array is,
the implementation has to ensure that addition within the bounds
of the array doesn't overflow (with whatever symptoms "overflow"
might cause: wraparound, program crash, saturation, nasal demons).
"Overflow" is a bit of an iffy idea when the result type is a
pointer type.
(But that's not about size_t; pointer addition is defined for *any*
integer type, and *if* there can be objects bigger than SIZE_MAX
bytes, then in some cases pointer arithmetic will require an integer
type wider than size_t.)
6.5.6p9:
The size of the result is implementation-defined, and its type
(a signed integer type) is ptrdiff_t defined in the <stddef.h>
header. If the result is not representable in an object of
that type, the behavior is undefined.
The problem here is that ptrdiff_t is a signed type, and it typically
has the same width as size_t, and therefore about half its positive
range. If you can have an object bigger than SIZE_MAX/2 bytes or
so, you can have pointer subtractions that yield values outside
the range of ptrdiff_t. An implementation *could* make ptrdiff_t
wider than size_t, but as far as I know most implementations
don't, and this paragraph implies that they aren't required to.
In practice, most implementations probably don't support objects
as big as SIZE_MAX/2 bytes.
