I'd fix it fine if it was worth fixing.

What matter is how it fails to fire up.

You only do that first if there is something visibly
wrong with it like with obvious failed caps etc.

If its easy to try another, yes that is a good place
to start if there is no evidence that its trying to
start and is shutting down because of what it sees.

By checking what could produce the symptoms
you see, and that isn't just failing to start.

Not before checking other obvious possibilitys
like the power switch and a short to case first
and disconnecting/removing everything from the
motherboard except the cpu and see if it starts like that.

And not even bothering to swap the motherboard
if it’s a dinosaur well past its bin by date or a record
of being a motherboard that doesn’t last long.
