Not before checking other obvious possibilitys like the power switch and a short to case first and disconnecting/removing everything from the motherboard except the cpu and see if it starts like that. And not even bothering to swap the motherboard if it’s a dinosaur well past its bin by date or a record of being a motherboard that doesn’t last long.
