Maybe I was not clear enough for the OP, so thanks for rephrasing.

This was true with MSDOS and Windows 9x family which ran on top of an 
MSDOS layer. It is not true anymore with the Windows NT family 
(including WXP up to W10). Partitions are labeled in discovery order, so 
they are not relabeled when you add or remove a disk.

I am sure of the opposite. Specially with UEFI which does not have any 
"boot disk" any more but registered boot entries which can point to any 
EFI executable file in any partition on any disk.
