Ah, but you still need a working machine with an internet connection. 
Not very helpful if your only machine has just suffered a hard disk 
failure!  And the OS is probably the least of your worries.  You then 
need the manufacturer-specific drivers for your hardware.  Without them 
you may well not have an Ethernet connection, and you certainly won't 
have the right display.  Some power management things might also be 
missing.

I'm sure this is a deliberate design decision by M$.

Years ago (about 1984) I used to tinker with RT-11 on DEC LSI-11s and 
one could write a driver for a new disk controller, use it to format the 
new disk, copy the boot block and all the files to the new disk; then 
boot from it.  Writing the driver might have taken a few days, but once 
written copying the system to a new disk was simply two commands.

I've never understood why M$ could not have done the same, right from 
MS-DOS onwards.

Presumably the trick is that all Apple hardware (perhaps at least since 
OS-X) has a functional Ethernet connection, TCP/IP stack, and simple web 
browser built-in; so works even if there is no hard disk present.
