AFAIK, a router's job is to send the packet on the next router who can
then decide where to send the packet, taking into account congestion,
time of travel, etc. But the ISP is going to direct the home packet to
their own concentrator site which may well be in the states, etc. Ie,
more considerations than just "fastest clear travel time" may well come
in to play.  And as I said, the next test 5 min later could well have
taken a very different route.
