No it won't. Central Offices (POTS) have generators.. Most cell towers
do, but not all of them.. A lot of the older ones simply have twenty 12v
batteries (AT&T / Verizon / etc)

The primary Central Office for San Diego has a 1 megawatt generator (for
example)..

I have NEVER had a landline go down because of a power failure. Not once.
