I read "speed tracking" as what cars here in the US term "cruise 
control" which is simply "maintain an operator set speed".

Is "speed tracking" something more than just maintaining an operator 
set speed?

The issue here is not, per se., for the car with the auto stop feature.  
It is being rear ended by the driver behind who does not have 
"auto-stop" and can't react fast enough to the 'driverless' car's hard 
stop to themselves stop in time.
