No, it doesn’t. However, there’s no reason to presume that it isn’t,
either. 
More importantly, if you have two causes with the same outcome, then there
has to be an accounting for the crossover where one cause no longer
dominates and the other one does. This is what I’m asking you about.

Which is at what scale? 
Put another way, what do you think the distribution of random motion is,
superimposed on this other effect?
