Well of course the Doppler Effect is real, but that in no way proves that the systematic increases in wavelength discovered by Hubble are due to the Doppler Effect. The reason i ignored this question when you asked it the first time Odd was because i thought the answer was obvious. For distances out to one billion light years the predictions of the VSL i propose are identical to those of Big Bang theory, and the range at which the VSL mechanism dominates over random galactic velocities would of course be identical to the range at which expansion (as per conventional Big Bang theory) dominates over random galactic velocities. At a distance of one billion light years the predicted red shift due light slowing down would be about 1/15, and i should think that is more than any Doppler Shift due to a real velocity, but who knows what the maximum random velocities of galaxies are ?
