In W10, when you hit the Windows key, the big things you see are called
TILES and the little things are called APPS. At least that's what they
call them in Settings > Personalization > Start. There you will find
switches for "Show more TILES on Start" and "Show APP list in Start
menu". Sooooo, TILES are apparently just big buttons to to push to start
selected PROGRAMS and APPS.

However... When I install a PROGRAM like this Thunderbird reader I'm
using from a downloaded .exe file it ends up on the start menu APP list.

Why? APPS from the Microsoft store work about the same as downloaded
.exe PROGRAMS. They open in a normal window, can be put on the taskbar,
and show up on the Start menu. And... those APPS and PROGRAMS can be
persuaded to become TILES... 8-O

Anybody else wanna comment on the apps/applications/program controversy?
You'll be sorry...
