  What 'phone'?

  And even if this *was* about a 'phone', which it isn't, or a tablet
with cellular, Google does not have any access to subscriber details, at
least not in the EU (GDPR) and probably not in the rest of the civilized
world (which may or may not include the US).

  Given that he does not want Google to 'spy', it's unlikely that the OP
will want/enable Location Services, but even if 'he' does, there is no
such thing as 'the person'. Google may *try* to identify a unique
individual, but as long as they fsck up detection of *legit* access to
their servers, we shouldn't be too worried.

  And then there's the GDPR. If they *really* collect personal
information without consent, fines of up to two percent of their
turnover will get them in line quick smart.
