It doesn't matter. When there are no operators or operands the only restriction is that it is a constant expression with integer type -- this is sufficient. Otherwise, we have an operator, so the restrictions apply. Here's some examples of constant expressions where the restrictions in 6.6p6 matter: (int)"hello" This is a constant expression with integer type but it is NOT an integer constant expression because it violates the operand restriction (and also the cast operator restriction). Here's another: extern int a[]; &a[0] - &a[0] This is a constant expression with integer type but it is NOT an integer constant expression: the operands of the - operator don't fit the bill (not one of the items listed in 6.6p6). There is only a minor problem with the wording in that other integer constant expressions should be explicitly permitted as operands, because this one: 1 + (2 + 3) is a constant expression with integer type that presumably should be an integer constant expression too (an implementations treat it as one). But (2 + 3) is an operand that does not fit the restrictions of 6.6p6. Notwithstanding 6.6p10, zero*10 is not a constant expression so it is certainly not an integer constant expression either. We don't even need to look at the further restrictions in 6.6p6.
