So if you have the following input (line numbers and colons are NOT part 
of the input):

1:TO:Prime Minister
2:FROM:Ministry of Defence
3:SUBJECT:Intelligence Report
4:PRIORITY:Urgent
5:DATE:13/12/2016
6:----------------
7:No intercepts from Russian military units in Ukraine. This means
8:they are maintaining radio silence.

10:Almost certainly they are preparing to attack. Request permission
11:to take defensive precautions.

line 9 will be read as an empty string, so you say your next eof check 
will be true, and so the program will never report lines 10 and 11, and 
so we lose the war. Okay...
