That's the point of the exercise, yes.

And how will writing a VB DLL help her to learn C? The *whole point* of 
the exercise is for him to learn how to do this in C. Not Excel, not 
Visual C++, not Visual Basic, but C. And she's asked about it not in a 
Microsoft programming newsgroup but a C newsgroup.

What she stands to gain from doing the whole exercise in C is:

1) an understanding of the CSV format;
2) experience in writing C code to parse simple formatted strings;
3) an opportunity to learn more about how functional decomposition can 
make programs easier to write;
4) the possibility of coming away from this with a handy little library 
of CSV-parsing tools;
5) not having to work out how to get Visual Studio or Visual Basic to 
work on her Mac.
