A large number of highly experience C programmers reached a different conclusion than you did about the advisability of writing the standard to required "handling every case". Their basic attitude seems to be that "you shouldn't write the kind of code that would make this break, so an implementation is not required to prevent such breakage". If you disagree about the "shouldn't" part, then obviously you'll find that conclusion disturbing.
