When all else is equal, and all other factors have been taken into account, and you have eliminated unsuitable languages, and so you have a free choice among the survivors - if C is in the list of survivors, is that the language you choose? I have even been known to generate shell scripts using C because I find it to be far quicker than coding them by hand(!). But for Windows GUI programs, C++ Builder is much, much, /much/ faster (for me, at least), so that's what I use. For Web work, I use PHP.
