The narrower the window, the more precise the time-of-flight measurement.

Oh dear. I see you are trying to figure it out by looking at Overview 
web pages. How about you look up the published papers about the design 
of the APS.

That's because you're not reading about the part of the accelerator 
where the photons are in flight. Good grief.

Nicolaas, this is naive at best. Physicists have the obligation to 
answer questions if they have taken the job of teaching a class and the 
people asking the question have paid tuition to take that class. 
Physicists have the obligation to explain a subject if they have engaged 
with a publisher to write a book or an article on the subject. 
Physicists have the obligation to answer questions about their work from 
other physicists to whom they are communicating their research. 
Physicists do NOT have an obligation to hear and respond to questions 
from the interested amateur, any more than you can get free medical 
consultation from a doctor you meet at a dinner party. Grow up and do 
the work. Your options are to take a class, read books and articles on 
your own, or to hire a physicist as a tutor.
